STERLING, VA – February 25, 2026 – ISI-Markon JV LLC is proud to announce its selection for a Construction Management support contract with the U.S. Department of Veterans Affairs (VA) Maryland Health Care System (VAMHCS). Under this award, ISI-Markon JV will provide dedicated Construction Management and Construction Administration professionals in support of critical utility infrastructure modernization projects at the Baltimore, Perry Point, and Loch Raven VA Medical Centers, helping strengthen essential facility systems that directly support Veteran healthcare delivery.

In a statement regarding the award, Christopher J. Lefebvre, CEO of ISI Professional Services and Managing Member of ISI-Markon JV LLC, shared, “We are honored to continue supporting the Department of Veterans Affairs, within VISN 5, through this important utility infrastructure modernization effort. The awarded task order includes support for multiple high-priority projects, including switchgear and automatic transfer switch replacements at the Baltimore VA Medical Center, boiler plant construction at Loch Raven, and steam system upgrades at Perry Point. These efforts involve complex electrical and mechanical system improvements within active healthcare environments and require disciplined oversight to ensure compliance with VA standards, federal codes, and project-specific requirements.

Through this engagement, ISI-Markon JV will provide Construction Managers/Administrators and deliver onsite technical oversight and construction administration services, including quality assurance monitoring, submittal and RFI review support, change management analysis, schedule tracking, contractor coordination, and documentation control aligned with VA Construction Management protocols.
