ISI Executive Management Team
Lawrence K. Doll, President
Mr. Doll is a U.S. Marine Corps veteran whose service in Vietnam earned him two Purple Hearts, the Vietnamese Cross of Gallantry, and a prestigious appointment to the Silent Drill Platoon of the U.S. Marine Corps Honor Guard. After graduating from business school Mr. Doll entered the real estate industry and in 1980 started the Lawrence Doll Company, which specializes in residential and commercial land development. In 1995, he formed Doll Development, a builder of upscale homes and townhouses and is a recognized leader in the construction industry and in the greater Washington DC metropolitan area. In 1998 Doll Development entered the commercial property market and in 2005 bought the controlling interest of ISI Professional Services (ISI). Mr. Doll has instituted and maintained a policy of hiring veterans and in particular returning disabled veterans to support ISI’s federal clients. Mr. Doll is ISI’s majority stockholder and Chairman of the Board of Directors.
In addition to his duties with ISI and Doll Development, Mr. Doll is also Chairman of the Board of Directors of the United Bank, a retail and commercial banking subsidiary of United Bank shares with over $4 billion in assets and operations in Maryland, Virginia, and the District of Columbia. Mr. Doll currently serves on the boards of the Virginia Foundation for Independent Colleges and Inova Fairfax Hospital’s life With Cancer Foundation.
Daniel Marshall, Executive Director
Mr. Marshall has over 25 years experience in the commercial real estate industry and has guided ISI’s development as a recognized provider of real estate services to federal agencies since 1992. Mr. Marshall works with ISI’s clients in support of their complicated real estate requirements as federal agencies strive to modernize their facilities for the 21st century. Mr. Marshall leads ISI’s focus on LEED’s and Going Green Plans that include new services to include; Energy Efficiency Assessments and Audits, Engineered Solutions for Energy Savings and Technology Analysis for On-site renewable. Mr. Marshall works with the Department of Veteran’s Affairs to provide Enhanced–Use Lease consulting services to promote public/private partnerships to maximize the value of its real estate assets.
Mr. Marshall developed ISI’s “Integrated Occupancy Services” concept to provide federal agencies with any service related to the occupancy of space. Under his leadership ISI has maintained six different Federal Supply Schedules to provide its federal clients with realty specialists, property managers, construction inspectors, project managers, financial analysis’s and administrative support for full-time in-house facility related consultants to manage their real estate portfolio’s. Mr. Marshall is a stockholder and a member of the Board of Directors.
John Friel, Senior Executive Vice President
Mr. Friel currently manages ISI’s Real Estate Transaction Group. ISI is under contract to the Office of Construction & Facilities Management to perform Lease Acquisition and Construction Management Services for the Department of Veterans Affairs. Mr. Friel supervises a diverse staff of realty specialists, construction managers and attorneys working on projects consisting of over two million square feet of facilities that include Community Based Outpatient Clinics (CPOC’s), Consolidated Mail Operations Processing (CMOP’s), Consolidated Patient Accounting Center’s (CPAC’s), general office space, homeless shelters and parking spaces for the Department Veterans Affairs.
Mr. Friel began his federal real estate career in 1990 as a contracting officer and team leader for the General Services Administration in Boston, Massachusetts. Mr. Friel negotiated large acquisitions for multiple agencies with specialized requirements and was the Project Officer on two congressionally mandated design-build lease construction projects: John F. Kennedy Building renovation and the New Boston Courthouse Project. In 1995 joined the National Institutes of Health in Rockville, Maryland as a realty specialist’s and eventually became the Deputy Branch Chief for Real Estate. Mr. Friel managed a staff of twenty, providing space planning, lease acquisition, project management, lease administration, and property disposal for over 2.8 million square feet of NIH real property holdings. Ellen Marshall, Vice President/ Chief Operating Officer
Ms. Marshall is responsible for day to day oversight of all operational and financial functions of the company. Since joining ISI she has been responsible for Contract Administration for task orders issued through federal IDIQ contracts and GSA Schedules including IOS, MOBIS, Professional Engineering and Comprehensive Furniture Management Services. She has extensive experience with relocation projects and furniture procurements for the Department of the Interior and the NIH that involved the development of a master project plan, management of project team, budget planning, scheduling, development of procurement strategies and project implementation.
Before joining ISI in 1999, she was employed as a Regional Manager and Divisional Merchandise Manager for Operations at Crown Books, which at the time was the 3rd largest US bookstore chain with 150 stores nationwide. As DMM for Operations her responsibilities included development and implementation of all store layouts & design, new store construction, inventory management, visual merchandising standards and the management of three distribution warehouses in DC, Chicago and LA. As Regional Manager she was responsible for operational compliance, budgeting, payroll, inventory control, staffing, and manpower planning, training and development. Ms. Marshall is a stockholder and the Secretary of The Board of Directors.
Richard Banchoff, Legal Counsel
Richard Banchoff is a senior manager and attorney with extensive Federal sector and private entrepreneurial experience. He has been a Presidential Appointee during two Administrations as a member of the Senior Executive Service, and has served as Chief of Staff and Chief Counsel to the Chairman of the Merit Systems Protection Board, an independent, quasi-judicial agency in the Executive Branch that serves as the guardian of the Federal Government’s merit systems. Mr. Banchoff is currently supporting ISI’s Enhanced-Use Lease contract with the VA.
Mr. Banchoff was in the United States Navy from January 1969 to February 1972. After Officer Candidate School, he served one year in the River Patrol Force in the Mekong Delta in Vietnam (and briefly in Cambodia) as DCA and Engineering Officer on the USS Benewah. During that tour, he was awarded the Bronze Star with "V" device and Navy Commendation Medal.
Mr. Banchoff graduated from Columbia University School of Law, JD (Stone Scholar) and received BA in history from Georgetown University. He is a member of the Bar in Washington, DC, the United States District Court (DC) and the United States Circuit Court of Appeals (DC and Federal Circuit).
Morton Taubman, Corporate Counsel
Mort Taubman is ISI’s General Counsel and is in charge of all legal matters for the company. He has authored numerous papers and articles concerning corporate accounting and has been an Adjunct Professor at Georgetown University, George Washington University, and American University, as well as a lecturer at New York University. Mr. Taubman is a member of the Maryland Bar Association, District of Columbia Bar Association, and American Institute of Certified Public Accountants.
